REVISAL (General Employee Records Register) is the mandatory electronic register in which every employer in Romania must record all employment contracts and their amendments. What is REVISAL and what information it contains
REVISAL is regulated by GD 905/2017 regarding the general employee records register. Every employer, regardless of legal form or number of employees, is required to establish and maintain this register.
Mandatory REVISAL information includes: employee identification data (CNP, name), hiring date, position/trade per COR classification, contract type (fixed-term/indefinite), working time duration, gross monthly base salary and bonuses.
Transmission deadlines — hiring, amendment, termination
Transmission deadlines are strict and depend on the event type:
- New hire: no later than the day before starting work — art. 4 para. (1) GD 905/2017
- Contract amendment (salary, position, schedule): no later than the day before the change
- Contract suspension: no later than the day before the suspension date (or within 3 working days for force majeure)
- Contract termination: no later than the termination date — not after!
- Secondment: no later than the day before the effective date
Transmission is done electronically through the REVISAL application provided free by the Labour Inspectorate (ITM) or via the online portal reges.inspectmun.ro.
REVISAL 2025 changes — what is new
Starting 2025, the main changes include: automatic minimum wage update to 3,700 RON (all employers with employees at minimum wage must update REVISAL), updated COR occupation codes, and expanded reporting requirements for remote work (telework) per Law 81/2018.
ITM has also implemented an automatic notification system alerting employers about late submissions. Electronic cross-checks with ANAF (D112) and health fund databases are becoming increasingly frequent.
Penalties for delays or errors (ITM fines)
Penalties for REVISAL non-compliance are provided in Labour Code art. 260 and GD 905/2017:
- Failure to submit hiring data before work begins: 10,000 RON per employee
- Late submission of amendments: 5,000-8,000 RON
- Failure to establish the REVISAL register: 10,000-20,000 RON
- Incomplete or incorrect data: 5,000-8,000 RON
- Undeclared work (without REVISAL): 20,000 RON per employee
Fines are per offense, meaning an employer with 10 unreported employees can receive cumulative fines of 100,000 RON. ITM inspectors check REVISAL during both scheduled and complaint-based inspections.
