Real Estate Valuation — Guide and Standards 2025

When you need a real estate valuation (mortgage, tax, sale)

Professional real estate valuation is required in numerous situations, for both individuals and companies. The most common cases include: obtaining a mortgage (the bank requires a valuation report), establishing value for taxation (building revaluation under the Tax Code), sale-purchase transactions, partitions, inheritances, and litigation.

Under the Property Valuation Standards of Romania (approved by ANEVAR), valuation must be performed by an ANEVAR-authorized valuator with EPI (Real Estate Valuation) specialization. A valuation report issued by a non-authorized valuator has no legal value and is not accepted by banks or courts. Geseidl has ANEVAR-authorized valuators with extensive experience.

Valuation methods — comparison, income, cost

The comparison approach (market comparison method) is the most commonly used for residential properties. The valuator analyzes recent transactions of similar properties in the same area, applying adjustments for differences (area, floor, condition, finishes, construction year). Minimum 3 relevant comparables required.

The income approach (income capitalization / DCF) is preferred for income-generating commercial properties (offices, retail spaces, warehouses). It is based on market rent and capitalization rate. The cost approach (reconstruction cost minus depreciation) is used for special properties without an active market (factories, hospitals, churches).

Documents required for valuation

  • Updated land registry extract (not older than 30 days)
  • Cadastral plan / apartment floor plan
  • Ownership deed (sale contract, donation, inheritance)
  • Energy performance certificate (if available)
  • Building permit and reception report (for new buildings)
  • Photo documentation of the property (interior and exterior)

For commercial properties, the valuator will also request: current lease agreements, income and expense statements for the past 3 years, business plan (if the valuation is for investment purposes), and building technical documentation (architectural plans, structural design).

How much it costs and how long a real estate valuation takes

Real estate valuation fees vary depending on property type, complexity, and valuation purpose. Indicatively, in 2025: apartment — 300-600 RON; individual house — 500-1,200 RON; urban land — 400-800 RON; commercial property — 1,000-5,000 RON; real estate portfolio — negotiable.

Valuation duration: 3-7 working days for standard residential properties, 10-15 days for complex commercial properties. The on-site inspection takes 30-60 minutes, and drafting the report according to ANEVAR/IVS standards requires the remaining time.
