Deadline August 18, 2025: Submission of semi-annual accounting reports for companies with revenues over 1 million euros
Status of the legislative act
The draft order is currently under public debate. To take effect, it must be adopted by the Ministry of Finance and published in the Official Monitor.
The Ministry of Finance has published a draft order regarding the accounting reporting system on June 30, 2025. According to this, companies that reported a net turnover of over one million euros in the previous financial year will be required to submit semi-annual accounting reports by August 18, 2025 at the latest.
Who is required to submit semi-annual balance sheets?
The obligation applies to the following categories of taxpayers, provided they exceed the threshold of one million euros (equivalent in lei):
- Companies that apply accounting regulations for individual and consolidated annual financial statements
- Companies that apply regulations compliant with International Financial Reporting Standards (IFRS)
Method of submission: Reports are submitted exclusively in electronic format (with attached supporting documents)
Who is exempt?
The following are not required to submit semi-annual reports:
- Companies that have not conducted any activity from their establishment until June 30, 2025;
- Companies temporarily inactive throughout the first semester of 2025;
- Companies established in 2025;
- Companies in liquidation.
