Implementation from August 2025 – changes for the sustainability of the system and the continuity of medical services and the provision of medications.
1. Insured without contribution payment (from August 1, 2025)
Insurance quality is maintained for:
· Children and young people up to 26 years old (pupils, students, doctoral students)
· Young people in the child protection system
· Pregnant women and new mothers
· Retirees with incomes below 3,000 lei
· Persons with disabilities
· Cancer patients without income (beneficiaries of national health programs)
· Persons in detention or preventive arrest
· Victims of human trafficking (maximum 12 months)
· Volunteers in emergency services
· Stem cell donors (10 years from donation)
2. Insured with contribution payment – withholding at source (from August 1, 2025)
The contribution of 10% withheld directly by the income payer (without additional formalities) for:
· Retirees with incomes > 3,000 lei (applied only to the amount exceeding the ceiling)
· Beneficiaries of special laws (veterans, revolutionaries, etc.)
· Unemployed persons receiving benefits
· Beneficiaries of the minimum inclusion income
· Persons on parental leave / child care leave
3. Co-insured persons
Until September 1, 2025: current rules are maintained
After September 1, 2025:
· Submission of single declaration by the insured or co-insured
· Payment of the contribution in two installments:
· 25% of the contribution calculated on 6 minimum gross salaries – at submission
· 75% until May 25, 2026
4. Monastic personnel
Similar rules to co-insured persons:
· Quality maintained until September 1, 2025
· Possible extension through single declaration + payment in two installments (25% + 75% until May 25, 2026)
5. Persons without income – conditions in national health programs
Continue to benefit from:
· Medical and related services
· Medications, sanitary materials, medical devices
· Consultations and hospitalizations necessary for treatment
· Until the recovery of the condition (Excludes oncological diseases – already covered in point 1)
6. Medical leave for common illness (from August 1, 2025)
Gross monthly allowance depending on the duration of the leave:
· 55% of the calculation base – up to 7 days
· 65% – 8-14 days
· 75% – minimum 15 days
· For cardiovascular diseases: 75% is maintained
Note: For certificates issued before August 1, 2025, previous legislation applies.
