Implementation of the REGES-ONLINE platform and elimination of REVISAL

Starting from September 30, 2025, employers in Romania will use exclusively the REGES-ONLINE platform for employee record-keeping, according to Government Resolution No. 295/2025, published in the Official Gazette on March 31, 2025.

What is REGES-ONLINE?

REGES-ONLINE is a fully web-based platform, accessible at: https://reges.inspectiamuncii.ro

The system allows:

• the electronic transmission of individual labor contract data
• employer access to the history of changes in the Employee Register
• real-time viewing of contracts and changes made.

What new features does the platform bring?

Compared to REVISAL, REGES-ONLINE significantly expands functionalities, including:

• Highlighting the workplace (fixed/mobile)
• Recording the duration and type of disability
• Declaring medical leave granted to employees and data from the medical certificate
• Declaring the allocation of working time for all contracts (including part-time)
• The obligation to transmit all elements of the individual labor contract not found in REVISAL.

Obligations and penalties

Starting from the date of accessing the REGES-ONLINE platform, employers have the duty to fully transmit all contractual elements.

Penalties for non-compliance:

• Failure to fulfill obligations regarding complete transmission: fines between 5,000 lei and 10,000 lei;
• Failure to register the employer in REGES-ONLINE within the legal term of 6 months from the entry into force of the platform: fines between 15,000 lei and 20,000 lei.

Important

• The date of entry into force of the decision: March 31, 2025
• Exceptions provided by HG 295/2025 apply until April 30, 2025 (30 days of transition).

Until registration in REGES-ONLINE, employers can continue to use files generated from REVISAL, submitted to the territorial labor inspectorate.

After this period:

• Employers who have not had employees or have not transmitted Registers until now will use exclusively REGES-ONLINE.
